Please comment on rev of Requirements ID

I'm preparing a new revision of the draft below, to incorporate some
feedback from the list. The current working version is available
in word format (let me know if anyone wants a text-only format
and I'll prepare one) at:

I intend to submit the draft in a week, to allow time to
receive any more comments. Has anyone got ideas for adding to, or
changing something in this draft?
