New ipdvb WG Secretary: Martin Stiemerling

I'm most pleased to welcome Martin Stiemerling
<stiemerling@netlab.nec.de>, whom the IESG have appointed as the Working
group Secretary for the ipdvb WG.

Martin is known to many of us as a presenter and minute-taker at many IETF
ipdvb WG meetings.  In his new job as the Secretary he will continue these
tasks, but will importantly serve as an alternative point of contact on WG
procedures and queries about working group documents. He can also act as a
"document shepherd" for ipdvb documents submitted to the IESG.
